TAJIRI, the local Consul-General, left for Shanghai on

7.5.39 and returned on 23.5.39.

(ii) The local Consulate staff has been further increased

during the quarter under revie, and now totals 23 Japanese members

as compared with a staff of 12, prior to hostilities. Quite a

nember of the stuff pay frequent visits to Canton, Macau, Tormosa,

French Indo-China, etc., possibly acting as couriers.

(iii) YANO, Consul at Shanghai, appeurs to have spent most

of his time since April in travelling between Shanghai, Hongkong,

French Indo-China, Formosa and Japan.

This quarter has uguin seen an increase in the return to

Hong Kong of former Japanese residents and the adult ropul tion

now totals 764-Males 484; Females 280. Most of the married

residents' wives and families have returned to the Colony within

recent months. For the first time since Kowloon Tong became a

residential area, Japanese have started residing in this part

of the Colony. Twelve Japanese males are now living there and all

of them have taken up residence within the past three months.

Some of them are Consulate stuff members but the majority are

suspects or employed by suspect organisations.

It may not be

with out significance that this sudden concentration of Japanese

in this area coincides with the construction of the new Military

cantonments at Kowloon Tong.

Japanese movements out and in the Colony now average 700

monthly, of which a large proportion are Japanese, who arrive from

Japan and Formosa and stay a few days in Hongkong before rrcceeding

to Canton, usually via Macau. The figure also includes those

returning from Canton and Macau on their return to Japan und Formosa,

but does not include those passing through on Japanese Government

Chartered vessels without landing. Of those who have stayed only

a few days in the Colony, quite a number have been officials attached
